Willow promised that she would, but Nina may insist she’s already been seen visiting Brennan at GH and that no one will question her continuing to visit him at his new facility. Nina may once again sell the idea that it’ll be less suspicious for her to take charge.
Willow has enough on her plate as it is, so she may surrender to letting Nina take care of Brennan’s continued doses. In reality, Nina may keep lying to Willow about giving the injections that Brennan isn’t really getting.

Nina may fear that if she came clean to Willow, then her daughter would get too spooked and dose Brennan herself. That’s not what Nina wants, so she may think it’s better to secretly work as a duo with Brennan.
Even if Willow was willing to go along with Nina’s new plan, she’d have to keep yet another secret.
Nina may think it’s better for Willow to believe Brennan is being handled. That way, they won’t run the risk of Willow spilling any shocking news to Sidwell or anyone else.
In the meantime, Nina’s visits to Turning Woods can serve a different purpose. Instead of injecting Brennan, Nina can use these opportunities to strategize with him.

The last time fans saw Nina with Brennan, she was throwing away the syringe in front of him. It was a bold move that hopefully built some trust, so Brennan will presumably be scheming partners with Nina the next time we see them together.
Brennan may have some ideas on how to go up against Sidwell and Ross Cullum (Andrew Hawkes) as well as neutralize Drew Cain (Cameron Mathison). It’ll be interesting to hear any intel that Brennan might leak and tasks he might ask Nina to accomplish.
